"Personal Income Tax" is a well articulated, brief book written by Ali Nassiri Aghdam. This book is in Persian and it would be recommended to students from Iran, Afghanistan and Tajikstan.
The book is organized in 6 chapters which step by step introduces this tax system. In this monograph you read about the importance of Personal Income Tax as income tax is the most important tool of government to redistribute income.
In chapter two, the reader is introduce with the basics of PIT. These basics includes the definition of income as the tax base of PIT as well as the tax exemption, tax allowances and tax unit.
Chapter 3 deals with alternative systems of implementing PIT as this tax is implemented in different ways across the world. These systems include Comprehensive income tax, Dual income tax and Flat income tax. The structure of tax base and tax rates are fundamentally different in these systems. This review of alternative method of designing PIT concerns the reader that PIT is not a simple unified tax system and wide range of outcomes are expected depending the design of PIT.
In the fourth step, writer reviews worldwide expriences with regard the designit PIT system. He briefly demonstrates the alternative tax systems adopted by different countries, the structure of tax rates, deductions, treatment of business income and capital gains as well as the unit of taxtion.
Befor concluding the book, in chapter 5 you can find the implications of the study in terms of tax reform in Iran.
While it can be considerd that many details including legal base of PIT and organizational requirement of implementing this reform are ignored, the book is a useful handbook for new students.
